연방제도이사회는 화요일 특정조건 조달(term funding)시장의 유동성 공급에 조력하기 위한 연방준비제도의 현재 신용기구들을 보완하는 또 하나의 기구인 기업어음조달기구(the Commercial Paper Funding Facility : CPFF)의 설립을 발표했다. CPFF는 양호한 발행자들로부터 직접 3개월 만기 무담보 및 자산담보부 기업어음을 구입할 특수목적회사를 통해 미국의 기업어음 발행자들에게 유동성 지원을 공급할 예정이다.

이제 연방준비제도가 시중의 금융상품까지 직접 매입하겠다고 나섰다. 새로운 국면인 셈이다. 금융시장 경색이 실물경제에 악영향을 미치는 것을 차단한다는 관점에서는 타당한 것으로 보인다. 그나저나 앞으로 이렇게 더 실물경제가 나빠지면 그때는 연방준비제도가 직접 제조업 생산품까지 구매해줄라나?
